Basically you have to have ran a certain number of events ( I forgot how many) and have to bring proof that you have. You also have to bring a physical copy ( or download ) of the latest rule book. Then see Mark Mervich (WRXWIZARD here) for the sticker.
I'm sure you'll get more descriptive answers than mine.

12 events with SFR Minimum (exceptions CAN be made...i.e. you've been doing this for YEARS with another region and can prove it). Copy of current rulebook or proof you've read the rules (hint : print out a page from the current rulebook online). Tech is more thorough than normal tech, and you are expected to keep up with it during the year (i.e. tech it yourself).

I've done more than 12 events but most of them were in 2003-2005 do those still count?
You say there's some kind of "rules" book?
(I have a PDF copy, can print out a page I guess..)

Jeff,
I am the Tech Chief. To get Annual Tech you need to print the results pages which show you have done at least 12 events w/ us(follow links from here http://www.sfrscca.org/content/view/4555/32/) and buy a rule book from national or down load the PDF and print the first page. I will have forms and new stickers for AT at event #2. 2009 AT is good through event #3.
