the way I see it, make people queue up and go to worker sign up sheet first then do rego... only real way to make people do it I think. And whoever is doing the rego just ask before you begin, "have you signed up for working yet?"

Here's an idea:
The event chair can get each group's worker sign-up sheets. At least a half hour before the workers go to their stations, the workers gather and event chair calls their names, checking them off and sending them out to their jobs. Anyone left standing did not sign up or reverse any name not checked off will be Disqualified in the results. The ones left standing will write their names on the list and be assigned.
This takes some time and attention to detail, but it might help in clarifying the need for workers. It isn't fair that everyone doesn't work to get away with that, and should infuriate those who did work.
Just my opinion, please hold back negative comments.

Announcer could make periodic announcements to announce the need to announce a call for all participants to make certain they have filled out the worker signup page and that such announcement or announcements are to be taken seriously.
