A lot of regions have a manned worker signup station immediately after registration. You don't sign yourself up for work; you get assigned.

Is this the first time the worker assignments have been checked?
All the names are new people, and maybe it wasn't make clear everyone MUST WORK, with one exception, aged 65 and older.
Usually, a DQ (disqualification), or DNW in the results the first time is enough. After that the offender either will work and not return.
